The new programme
Solana Foundation announced Solana DvP on 6 October, an open-source escrow programme for delivery-versus-payment settlement. The intended mechanism transfers both sides of a trade together or neither side, with isolated escrow and deadlines. It supports SPL Token and Token-2022 features used by issuers. J.P. Morgan supplied input on settlement practices; the release explicitly limits that role and does not describe the bank as operating or guaranteeing the programme. The foundation is seeking design partners ahead of production release and says privacy remains planned work. Source.
The older settlement principle
The BIS-hosted 1992 study of delivery versus payment explains principal risk as delivering a security without receiving payment, or paying without receiving the security. Linking those legs can reduce or eliminate that particular exposure. The report also makes an important distinction: achieving DvP does not by itself remove replacement-cost risk, liquidity risk or all sources of systemic stress. A participant may still need funds or securities at a particular time, and an unsuccessful settlement can create other obligations. Source.
What to ask about an onchain implementation
Our interpretation is that atomic execution is a useful mechanism whose surrounding assumptions still matter. Which assets are supported, and do their contracts permit pauses or delegated actions? Who supplies liquidity, controls the settlement agent and handles an expired transaction? What legal claim accompanies the token that moved? Faster execution cannot answer those questions. A buyer assessing the programme should inspect the code, audits, asset controls and operational procedures rather than treating the word atomic as a universal guarantee. The relevant comparison is between a defined failure mode and the mechanism intended to address it, with the remaining risks stated separately.
A trade can fail safely because one leg was never supplied, yet the participant may still need to replace the position or find liquidity for another obligation. That is a different problem from losing the full asset after paying. Keeping those scenarios separate makes it possible to assess the settlement mechanism precisely without dismissing either its benefit or its limits.
