What the number counts

TOPS means trillions of operations per second. Chip makers use it to describe the theoretical or peak throughput of an AI accelerator, but the number is not a direct measure of how quickly a particular app will finish a task. Results depend on the precision counted, the model, memory movement, software kernels and power limits.

Microsoft defines Copilot+ PCs using an NPU capable of more than 40 TOPS and ties the category to a set of Windows experiences. That threshold is a platform eligibility rule; it does not mean every application gets the same performance on every qualifying PC.

Do not add unlike numbers casually

Some product sheets report NPU TOPS, while others add CPU, GPU and NPU figures into a platform total. Intel, for example, describes AI compute across those processors and separately lists NPU, GPU and CPU contributions. A combined platform figure is not directly interchangeable with an NPU-only threshold. Nor are figures comparable unless the precision and measurement method are clear.

Even within one PC, the NPU’s efficient low-power role differs from the GPU’s parallel throughput and the CPU’s general work. An app may use one engine, several engines, or none of them. The software must be written to take advantage of the hardware and the supported runtime.

What buyers should verify

Start with the task you care about: live captions, image generation, transcription, or a local assistant. Check that the exact app supports the device’s processor and that its feature works in your language and region. Then look for practical limits such as minimum memory, model download size, offline operation, and whether the workload falls back to cloud processing.

TOPS can help distinguish broad performance classes when the same unit and test conditions are used. It cannot tell you whether a chosen app has an NPU path, how much memory it needs, or how quickly the feature feels in daily use. Microsoft’s Copilot+ label answers a compatibility category question; the application’s own requirements answer the task question.
