Distribution changes the rate
Apple announced revised European Union app terms on 18 August, with changes due on 1 October. The company said it would replace the Core Technology Fee with a 5% Core Technology Commission on digital transactions in apps distributed outside the App Store. It also removed the initial acquisition and store-services fees.
The release lists different rates for App Store purchases, alternative payment processing and links to external purchases, with reduced rates for eligible programmes. Developers could combine Apple’s payment system with alternatives, subject to presentation requirements, and had to keep selected payment options for twelve months. These are commercial terms reported by Apple, not a complete statement of EU law. A developer’s applicable rate still depends on distribution route, transaction method and programme eligibility.
